Shri Dharmendra Pradhan launches a Task Force for Closing the Skills Gap in India

Shri Dharmendra Pradhan, Minister of Petroleum and Natural Gas & Skill Development and Entrepreneurship launched a Task Force for Closing the Skills Gap in India, in collaboration with the World Economic Forum.

The task force will bring together leaders from business, Government, civil society, and the education and training sectors to accelerate the future-proofing of education and training systems in the country. The Task Force is the second country-led public-private collaboration of the World Economic Forum’s Closing the Skills Gap Project after South Africa.

The goal of the Task Force is to develop an action plan to address skills gaps in India and make the Indian workforce ready for jobs of future.

With more than half of our population in the working age, skills development will be critical to sustaining inclusive growth and development in India.’ The “Closing the Skills Gap” task force will be a significant step to accelerate the impact on skills development already achieved by bringing together relevant stakeholders to act collectively.

Closing the Skills Gap Project by WEF:

The Closing the Skills Gap Project aims to create global and national platforms to address current skills gaps and to reshape education and training for the future. It works at three levels:

At the national level, the Closing the Skills Gap Task Forces provides a platform for multi-stakeholder collaboration to close the skills gap and prepare for the future of work. Each Closing the Skills Gap Task Force brings together leaders from business, government, civil society, and education and training sectors to accelerate reskilling and upskilling efforts in the current workforce and the future-proofing of national education and training systems.

At the global level, an informal Global Alliance for Closing the Skills Gap provides an exclusive global platform for leaders and experts from business, government, civil society, and the education and training sectors to build consensus, share ideas, and identify preferred models and best practices.

Global business commitments: With skilling, reskilling and upskilling becoming a clear “no-regret” move for addressing the flux in labour markets, there is a rapid movement of multinational businesses towards such efforts for their employees, communities and wider audience. Managed strategically, this can be impactful and a win-win for companies and workers alike. As a first step, the Forum is consolidating global business commitments with the goal to reach 10 million people by January 2020.

ADB, Government of India signed a $150 million Loan Agreement to establish a Global Skills Park in Bhopal, Madhya Pradesh

Asian Development Bank (ADB) and the Government of India signed a $150 million Loan Agreement to establish a Global Skills Park (GSP) in Bhopal, Madhya Pradesh.

This is going to be the first Multi-Skills Park in India which will enhance the quality of Technical and Vocational Education and Training (TVET) system in the state and create a more skilled workforce.

About the Global Skills Park (GSP):

It will be the First Multi-Skills Park in India, to enhance the quality of Technical and Vocational Education And Training (TVET) System in the State and create a more skilled workforce.

The Project will engage international TVET partners to support advanced training at the GSP who will bring global best practices in TVET management, training infrastructure, industry cooperation, and quality assurance.

The GSP campus will consist of core Advanced Training Institutes including the Center for Occupational Skills Acquisition and the Center for Advanced Agricultural Training as well as other support services focusing on entrepreneurship, training of trainers, and skill-related research.

The campus will have training facilities focusing on skills for manufacturing, service, and advanced agricultural jobs, benefitting about 20,000 trainees and trainers.

The Project will help improve the quality and relevance of the State’s TVET programs and will help impart advanced job-ready skills training of international standards that can meet the employment needs of the State’s emerging sectors.

The Project will also help in modernizing 10 industrial training institutes across the state by renovating training infrastructure and upgrading skills courses to align with industry and market needs.

Ministry Of Skill Development and Entrepreneurship Officials to Visit Aspirational Districts

In a bid to understand and address the challenges faced by the district administrations in implementing skill programs and help develop capacities, Minister of Petroleum and Natural Gas & Skill Development and Entrepreneurship Shri Dharmendra Pradhan has approved a plan for visits of the senior officers of the Ministry of Skill Development and Entrepreneurship to the ‘Aspirational Districts’ between October 2, 2018 and January 26, 2019.

The visit of officers of the Ministry of Skill Development and Entrepreneurship will begin with a meeting with Districts Collector / CEO-Zila Parishad and other State-level officers implementing the programs.

The team will also have interactions with Pradhan Mantri Kaushal Kendras, training providers, ITIs, Polytechnics, and JSS administrations.

The team would also have a conversation with students and industry present in these districts. This will enable a stock-taking of the available skill ecosystem vis-à-vis the available data and provide the good understanding of challenges to be addressed at the district level to make youth employable.

Launched in January this year, the ‘Transformation of Aspirational Districts’ programme aims to quickly and effectively transform some of the most underdeveloped districts of the country.

The broad contours of the programme are Convergence (of Central & State Schemes), Collaboration (of Central, State level ‘Prabhari’ Officers & District Collectors), and Competition among districts driven by a Mass Movement or a Jan Andolan.

With States as the main drivers, this program will focus on the strength of each district, identify low-hanging fruits for immediate improvement, measure progress, and rank districts.

To enable optimum utilization of their potential, this program focuses closely on improving people’s ability to participate fully in the burgeoning economy. Health & Nutrition, Education, Agriculture & Water Resources, Financial Inclusion & Skill Development, and Basic Infrastructure are this programme’s core areas of focus.

If these districts are transformed, there would be the tremendous improvement in the internal security environment of the country. If Prabhari officers can bring convergence in the development efforts of different Ministries and State Governments and the schemes specially launched by Home Ministry in these districts, it would serve as a great opportunity to ensure rapid development in the country.

Technical Intern Training Program (TITP)

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the signing of “Memorandum of Cooperation (MoC)” between India and Japan on the “Technical Intern Training Program (TITP)”.

This MoC is expected to be signed during the forthcoming visit of Hon’ble Minister for Skill Development & Entrepreneurship during October 16-18, 2017 at Tokyo.

The Technical Intern Training Program (TITP) is an ambitious program to send Indian technical interns to Japan for on the job training for a period of three to five years. It is expected that the MoC will pave the way for bilateral cooperation between the two countries in the area of skill development.

SANKALP & STRIVE Schemes to boost Skill India Mission

The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi has approved two new World Bank supported schemes of Rs. 6,655 crore – Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) and Skill Strengthening for Industrial Value Enhancement (STRIVE). SANKALP is Rs 4,455 crore Centrally sponsored scheme including Rs. 3,300 crore loan support from World Bank whereas STRIVE is a Rs. 2,200 crore – central sector scheme, with half of the scheme outlay as World bank loan assistance. SANKALP and STRIVE are outcome focused schemes marking a shift in government’s implementation strategy in vocational education and training from inputs to results.

There has been a long felt need for a national architecture for promoting convergence, ensuring effective governance and regulation of skill training and catalysing industry efforts in vocational training space. The two schemes shall address this need by setting up national bodies for accreditation & certification which shall regulate accreditation and certification in both long and short-term Vocational Education and Training (VET). The architecture shall help, for the first time in the history of vocational education in India, to converge the efforts of various central, state and private sector institutions thereby avoiding duplication of activities and bringing about uniformity in vocational training thus, creating a better impact.

Both the schemes are aimed at institutional reforms and improving quality & market relevance of skill development training programs in long and short-term VET. In past, many government schemes such as Vocational Training Improvement Project (VTIP) have focussed on strengthening ITIs and over 1600 ITIs have already been modernized under the schemes.

STRIVE scheme shall incentivize ITIs to improve overall performance including apprenticeship by involving SMEs, business association and industry clusters. The schemes aim to develop a robust mechanism for delivering quality skill development training by strengthening institutions such as State Skill Development Missions (SSDMs), National Skill Development Corporation (NSDC), Sector Skill Councils (SSCs), ITIs and National Skill Development Agency (NSDA) etc. The schemes shall support universalization of National Skills Qualification Framework (NSQF) including National Quality Assurance Framework (NQAF) across the skill development schemes of central and state governments thus ensuring standardization in skill delivery, content and training output.

The schemes shall provide the required impetus to the National Skill Development Mission, 2015 and its various sub-missions. The schemes are aligned to flagship Government of India programs such as Make in India and Swachhta Abhiyan and aim at developing a globally competitive workforce for domestic and overseas requirements. To this end, over 700 industry led institutions are being set up for providing job oriented skill training to lakhs of aspirants.

An innovative challenge fund model has been employed to select and support proposals to set up such institutions in identified sectors and geographies. 66+ India International stalling institutions are being promoted to focus upon skill training as per global standards for overseas placements. Over 30,000 aspirants shall be trained in IISCs and get certificates from International Awarding Bodies (lABs). Upgrading 500 ITIs, as model ITIs across India and improving their industry connect, is also envisaged by ushering in reforms such as on-line examination, centralised admission, improving efficiency and transparency in the system.

National Policy of Skill Development and Entrepreneurship 2015 highlighted the need for quality assurance measures such as building a pool quality trainers and assessors. SANKALP envisages setting up of Trainers and Assessors academies with self-sustainable models. Over 50 such academies are to be set up in priority sectors. DOT, MSDE has already made significant progress in this direction by setting up a number of Institutes for Training of Trainers (IToT) in public and private sector, offering training in over 35 trades. The schemes shall leverage such institutions for training the trainers in both long & short term VET thereby bringing about convergence. Additional trainer academies shall be set up on the basis of identified sectoral and geographical gaps.

Greater decentralization in skill planning will be ensured by institutional strengthening at the State level which includes setting up of State Skill Development Missions (SSDMs) and allowing states to come up with District and State level Skill Development Plans (DSDP/SSDP) and design skill training interventions to suit the local needs. SANKALP aims at enhancement of inclusion of marginalized communities including women. Scheduled Castes (SCs), Schedule Tribes (STs) and Persons with Disabilities (PWD) to provide skill training opportunities to the underprivileged and marginalised section of the society.

The schemes will develop a skilling ecosystem that will support the country’s rise in the Ease of Doing Business index by a steady supply of skilled workforce to the industry. The schemes will also work towards increasing the aspirational value of skill development programs by increasing the marketability of skills, through better industry connect and quality assurance.

‘Bharat ke Kaushalzaade’

Rural Skills Division, Ministry of Rural Development has organized ‘Bharat ke Kaushalzaade’, an event honouring beneficiaries of its key skilling programmes, on the eve of Antyodaya Diwas 2017.

Staying true to the spirit of Antyodaya Mission, which lies in ‘reaching out to the last person, the event, was graced by almost 800 plus candidates and alumni to celebrate and honour beneficiaries from both of MoRD’s flagship skill development programmes i.e. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Rural Self Employment Training Institutes (RSETI).

The event was significant as it was on this day 3 years ago that the Ministry of Rural Development announced DDU-GKY with a focus on building capacity of rural youth to address the needs of domestic and global skills requirements.

Additionally, MoRD has re-energized RSETI through alignment with Common Norms for skills development schemes. And through sustained efforts and focus on both programmes, the Ministry has successfully skilled 5.05 lakh rural candidates under DDU-GKY and has also been conducting skilling for self-employment through RSETI with a total of 14.09 lakhs candidate skilled and 9.70 lakhs candidates settled till date.

DDU-GKY not only offers industry relevant skill training to candidates, it also works closely with industry and leading corporates to strengthen the post-training employment scenario for its trainees. A result of this is sustained and fruitful corporate linkages pan-India, with leading names like Pizza Hut, KFC, OCIFIT, Safe Express, Matrix to name a few, whose employees i.e. DDU-GKY alumni participated at the event.

RSETIs and DDU-GKY Partners can access the Kaushal Panjee to connect with the mobilized rural youth. Kaushal Panjee is connected to the Social Economic Caste Census (SECC 2011) which will help the States plan and target their mobilizations based on the socio-economic profile of households in their State.

Another highlight of the event is the re-branding exercise undertaken by MoRD for Rural Self Employment Training Institutes, wherein a new logo for RSETI was unveiled. The logo, depicting ‘reaching for the stars’ aims to portray the RSETI beneficiaries and their achievements.
