“Electronic Negotiable Warehouse Receipt (e-NWR) System”

Shri Ram Vilas Paswan, Union Minister of Consumer Affairs, Food and Public Distribution today launched the Web Portal of Warehousing Development and Regulatory Authority (WDRA) & “Electronic Negotiable Warehouse Receipt (e-NWR) System” in New Delhi, initiatives taken by the WDRA in simplifying the Warehouse Registration Rules, digitizing the entire process of registration, monitoring and surveillance as well as creation and management of Negotiable Warehouse Receipts (NWRs) in electronic form through two repositories.

e-NWRs would have no chances of any tempering, mutilation, fudging, loss or damage and with no possibility of any multiple financing. Hence, these NWRs will not only facilitate an easy pledge financing by banks and other financial institutions but also smooth trading on various trading centres like commodity exchanges, electronic National Agriculture Markets (e-NAM) and other electronic platforms. He felt that these e-NWRs will save expenditure in logistics as the stocks could be traded through multiple buyers without physical movement and can be even split for partial transfer or withdrawal.

Whole purpose of simplifying the processes and moving towards online system would enhance WDRA’s regulatory functions and bring greater fiduciary trust among banks, depositors and the trade on the e-NWR system.
Coinciding with the ongoing Swachhta Pakhwada, Shri Paswan also administered the Swachhta pledge to the gathering and requested everyone for their wholehearted participation in keeping their surrounding clean and realizes the dream of a Swachh Bharat.

India Third in Nuclear Power Installations: Study

India is third in the world in the number of nuclear reactors being installed, at six, while China is leading at 20, the World Nuclear Industry Status Report 2017, released this month, shows. The number of nuclear reactor units under construction is, however, declining globally for the fourth year in a row, from 68 reactors at the end of 2013 to 53 by mid-2017, the report says.

The latest report further reveals that most nuclear reactor construction is behind schedule, with delays resulting in an increase in project costs and delay in power generation. There are 37 reactor constructions behind schedule, of which 19 reported further delays over the past year. In India itself, five out of the six reactors under construction is behind schedule. Eight nuclear power projects have been under construction globally for a decade or more, of which three have been so for over 30 years.

Data gathered by the authors shows that global nuclear power generation increased by 1.4% in 2016 due to a 23% increase in China, though the share of nuclear energy in electricity generation stagnated at 10.5%. By comparison, globally, wind power output grew by 16% and solar power by 30%. Wind power increased generation by 132 TWh (terawatt hours) or 3.8 times, and solar power by 77 TWh or 2.2 times more than nuclear power’s 35 TWh respectively. Renewables represented 62% of global power generating capacity additions.

Russia and the U.S. shut down reactors in 2016, while Sweden and South Korea both closed their oldest units in the first half of 2017, the report notes.

Financial crisis

The report also documents the financial crisis plaguing the industry. After the discovery of massive losses over its nuclear construction projects, Toshiba filed for bankruptcy of its U.S. subsidiary Westinghouse, the largest nuclear power builder in history. AREVA has accumulated $12.3 billion in losses over the past six years.

French bailout

The French government has provided a $5.3 billion bailout and continues its break-up strategy, the report notes.

In the chapter on the status of the Fukushima nuclear power project in Japan, six years after the disaster began, the report notes how the total official cost estimate for the catastrophe doubled to $200 billion.

The lead authors of the report are Paris-based energy consultant Mycle Schneider, who advised the European Parliament on energy matters for over 20 years, and Antony Froggart, energy policy consultant and senior researcher at Chatham House, a London-based non-profit organisation working on international affairs.

Indian Navy commissions Water Jet Fast Attack Craft at Mumbai

INS Tarasa, a Water Jet Fast Attack Craft was commissioned into the Indian Navy by Vice Admiral Girish Luthra, Flag Officer Commanding-in-Chief, Western Naval Command at the Naval Dockyard, Mumbai. At an impressive commissioning ceremony, Vice Admiral Luthra expressed confidence that the new INS Tarasa will discharge her duties with élan and resolve, and bring laurels to the Western Naval Command and the Nation.

Complimenting the designers, builders, engineers, overseers, and the officers and the men whose efforts have fructified in the commissioning of the ship, he said that the ship is of proven design, has good endurance, low draught, high speed and manoeuvrability, thus making her most suited for her primary role of extended coastal and offshore surveillance and patrol. He reserved special praise for the ship’s crew and the Warship Overseeing Team, Kolkata for ensuring that the ship has been commissioned with all Weapon and Sensor trials completed. The passage of the ship during her maiden voyage from Kolkata to Mumbai, in rough weather, bears testimony to the seaworthiness of the ship.

INS Tarasa is the fourth and last of the follow-on Water Jet FAC’s built by the Garden Reach Shipbuilders and Engineers (GRSE), Kolkata. The first two ships of the class i.e. IN ships Tarmugli and Tihayu were commissioned in 2016 and are based at Visakhapatnam; while the third ship, INS Tillanchang was commissioned earlier this year at Karwar on 09 March 2017. These ships are an upgrade of the Car Nicobar class Fast Attack Crafts with the Indian Navy, which was also indigenously designed and built by GRSE, Kolkata.

INS Tarasa is 50 m long and powered by three waterjets which give it speeds of over 35 knots (65 kmph). The ship is armed with a 30 mm main gun indigenously built, and a few light, medium and heavy machine guns to undertake coastal defence operations. The ship is an ideal platform for missions like coastal and off-shore surveillance, EEZ Patrol, law enforcement as well as non-military missions such as Search and Rescue, Humanitarian Assistance and Disaster Relief. The commissioning Commanding Officer of the ship is Lieutenant Commander Praveen Kumar.

This is the second ship of the Indian Navy to be named INS Tarasa. The first INS Tarasa was in service of the Navy from 1999 to 2014. She was gifted to Seychelles Coast Guard as a symbol of India’s partnership with a friendly maritime nation in IOR. The new INS Tarasa will be based at Mumbai under the operational control of Western Naval Command

International Rice Research Institute (IRRI), South Asia Regional Center (ISARC)

In order to establish the ISARC, a Memorandum of Association (MOA) has been signed today between the Department of Agriculture, Cooperation and Farmers Welfare (DAC & FW) and International Rice Research Institute (IRRI), Philippines.

Center will be the first international Center in the eastern India and it will play a major role in harnessing and sustaining rice production in the region. It is expected to be a boon for food production and skill development in the eastern India and similar ecologies in other South Asian and African countries.

This would be a Centre of Excellence in Rice Value Addition (CERVA) and will include a modern and sophisticated laboratory with the capacity to determine quality and status of heavy metals in grain and straw. The Centre will also undertake capacity-building exercises for stakeholders across the rice value chain.

ISARC will operate under the governance of the IRRI Board of Trustees who will appoint an appropriate IRRI staff member as Director. A Coordination Committee will be headed by Director General, IRRI as Chair and Secretary, Government of India, DACFW as Co-Chair.

ISARC Will play a major role in harnessing and sustaining rice production in eastern India & similar ecologies in other South Asian and African countries.

Flexible bio-glue for wound healing

Scientists have developed a super strong, flexible adhesive material inspired by the glue secreted by slugs that stick to biological tissues – even when wet – without causing toxicity. Slugs secrete a special kind of mucus when threatened that glue it in place, making it difficult for a predator to pry it off its surface.

The new material is a double- layered hydrogel consisting of an alginate-polyacrylamide matrix supporting an adhesive layer that has positively- charged polymers protruding from its surface.

The polymers bond to biological tissues via three mechanisms – electrostatic attraction to negatively charged cell surfaces, covalent bonds between neighbouring atoms, and physical interpenetration – making the adhesive extremely strong.

The key feature of the new material is the combination of a very strong adhesive force and the ability to transfer and dissipate stress, which has historically not been integrated into a single adhesive.

The “tough adhesive” is biocompatible and binds to tissues with a strength comparable to the body’s own resilient cartilage.
It also causes no tissue damage or adhesions to surrounding tissues.

Such a high-performance material has numerous potential applications in the medical field, either as a patch that can be cut to desired sizes and applied to tissue surfaces or as an injectable solution for deeper injuries.

Sagar Vani

Minister of Science & Technology, Earth Sciences and Environment, Forests & Climate Change, Dr. Harshvardhan launched an app “Sagar Vani” on the occasion of Foundation Day of Ministry of Earth Sciences in New Delhi.

The ‘Sagar Vani’ is a software platform where various dissemination modes will be integrated on a single central server. The ‘Sagar Vani’ includes Multi Lingual SMS, Voice Call / Audio Advisory, Mobile Apps (User / Admin modules), Social Media (Facebook, Twitter, etc.), Email, GTS, Fax, Digital Display Boards, Radio / Television broadcast units, IVRS, Cloud Channels, etc.
The system also has a facility to provide access to various stakeholders (NGOs, State Fishery Departments, Disaster Management Authorities, etc.) so that they too will be able to further disseminate this ocean information and alerts to the user community.
This ‘Sagar Vani’ system compares with the most advanced countries’ services in terms of speed of delivery, Omni channel capabilities and diverseness of services. With this system, the services will be disseminated in local languages using advanced artificial intelligence and machine learning capabilities.
For the first time in India, the power of television and cable network mediums for topical and alert dissemination services is being used.
The ‘Sagar Vani’ will now serve the coastal community, especially the fishermen community with the advisories and alerts towards their livelihood as well as their safety at Sea.

Chemical from turmeric helps treat cancer in children

Scientists in the U.S. have found yet another use for curcumin, the bioactive component of turmeric that is widely used in Indian cuisine, this time to treat cancer in children. Researchers at Nemours Children’s Hospital and the University of Central Florida (UCF) have found that nanoparticles loaded with curcumin can target and destroy neuroblastoma tumour cells. Children aged five or less are most commonly affected.
In their study, the researchers attached curcumin to cerium oxide nanoparticles and tested the nano-curcumin formulation in cell lines of a high-risk form of neuroblastoma.
This formulation induced substantial cell death in neuroblastoma cells while producing no or only minor toxicity in healthy cells,” says the report published in Nanoscale . Curcumin has been shown to have substantial anti-cancer ability, but its low solubility and poor stability have restricted its use in therapeutic applications. The study demonstrates a treatment method “without the toxicity of agressive therapy” and shows that nanoparticles can be “an effective delivery vehicle” for cancer drugs, said a statement from UCF.

India Quake

“India Quake” is a mobile app launched recently on the occasion of Foundation Day of Ministry of Earth Sciences.

To overcome the delay in dissemination of the information during earthquakes, India Quake Mobile App has been developed by the National Centre for Seismology (NCS) for automatic dissemination of earthquake parameter (location, time and magnitude) after the occurrence of earthquakes.
The App will make information dissemination faster with no restrictions on the number of recipients. Any citizen can download this App and get the real time earthquake location information on his/her mobile.
Other than scientific and administrative benefits of the App, it will help in reducing panic amongst people during an earthquake. For example, if an earthquake occurs in Hindukush region, Afghanistan and is strongly felt in Delhi, then people in Delhi will know in less than 2 minutes that the earthquake has actually occurred in Afghanistan and not in Delhi.

World’s smallest satellite

The smallest satellite ever launched is successfully travelling in low Earth orbit and communicating with systems on Earth. Known as ‘Sprites’, the miniature satellites are just 3.5cm x 3.5cm and carry radios, sensors and computers, with each device powered by sunlight and weighing just four grams.

While nanosatellites known as CubeSats have previously been sent into space, such systems have a mass thousands of times that of the Sprites, weighing more than 1kg.

Scientists say the latest development is an important precursor to an ambitious attempt to send space probes to planets beyond our solar system, dubbed Breakthrough Starshot.

Breakthrough Starshot’s goal is to develop chips with a weight of roughly one gram and fit them to a lightweight sail before propelling them through space with a 100-billion watt laser.

Sprites have previously been carried on board the International Space Station, but this is the first demonstration that it is possible to launch such a lightweight satellite.
